No the problem is we need to set the security so that user X can't execute the program but when user X does right mouse "Run as administrator" and an IT administrator identify the program starts. Also UAC is disabled.

You can configure the user with standard user rights. And when he executes an executable there is a prompt for user credentinals where an IT administrator can enter an administrative credentinals. Does this cover your scenario?IM me - TWiTTer: @DFTER

The user has standard user rights, and the program is already installed. But when they click program.exe it should ask for administrator credentials. And UAC needs to stay disbaled.

And if you right click on the program.exe executable and at the same time you hold down the shift key. And then choose the option "Run As Different User" and you enter your admin credentinals.IM me - TWiTTer: @DFTER
